Did you know that California has a law against altering your license plate? California Vehicle Code Section 4464, also known as CVC 4464, states that altering your license plate in any way could result in a misdemeanor charge. The license plate is meant to stay completely visible and unchanged, both front and rear license plates. Some people wish to personalize their plate by adding a cover for style or even with the hopes of reflecting cameras on the road to avoid fees and tickets. However, no matter what the intention, license plate alteration is against the law. The only personalization allowed around the plate is a personalized frame. With this said, be sure to have a frame that does not obstruct the plate in any way.

Any sort of license plate obstruction is considered against the law.

This includes covers that create a filtered barrier over the plate. Even covers that are clear are illegal if they affect the visibility of the license plate at all. Furthermore, reflective sprays that add a reflective sheen over the plate in order to avoid detection at toll roads or by traffic cameras are not allowed. Additionally, add-ons such as vinyl wraps, paints, and stickers of any kind are not permitted. This includes stickers that are meant to be fake numbers that are placed on the plate or registration sticker. Only decals that are provided by the Department of Motor Vehicles, such as the registration sticker, are allowed on the plate.

Personalization of the license plate must come only from registration.

If you want to have a personalized license plate, an order for a customized plate must be made with and approved by the DMV. This is where you could make an order for a frame that says whatever you want, barring DMV approval. Furthermore, if you qualify for things such as a permanent handicap marker, this would be made as a part of the license plate, not something added on after the fact. You must fill out the Special Interest License Plate Application for any form of legal plate customization.

Blocking the frame even goes against CVC 4464.

This means that if you have any sort of add-on attached to the car, such as a hitch or bike rack, if it blocks your license plate at all, you could be pulled over and charged with a misdemeanor. There have been reports of people being pulled over for accidental blocks as well, like dried mud. It is your responsibility to make sure your license plate is clear and legible at all times.

You may be charged with a misdemeanor or subject to fines.

Fines for CVC 4464 violations begin at $500. You also may lose your car, or your plate as certain violations may result in your vehicle being towed. If this happens, your plate may then be confiscated and returned to the DMV. This would add more fees to your case and a much longer process to making sure your vehicle is road ready.
